Libreville (Gabon) le 24 octobre 2017 – Le ministre d’Etat, ministre du Budget et des Comptes Publics, Jean-Fidèle Otandault a reçu ce jour en audience à son cabinet une délégation du Fonds monétaire international (FMI) conduite par son Chef de division adjoint du département Afrique, Alex Segura-Ubiergo.


Présents à Libreville depuis le 23 octobre pour une mission qui durera deux semaines, les représentants du FMI ont souhaité rencontrer le ministre d’Etat pour évoquer avec lui la crise économique que traverse le Gabon depuis plus de deux ans ainsi que les mesures prises par le Gouvernement pour l’endiguer. L’objectif de leur mission, a expliqué le chef de délégation, est d’aider les autorités à évaluer la situation économique du pays.


Cette mission vise précisément à « revoir la mise en œuvre du programme économique du Gabon et les perspectives de croissance ; analyser les perspectives budgétaires ; voir la situation des balances de paiement et les perspectives de l’économie du Gabon à moyen terme », indique l’institution monétaire.


Dès l’entame de leurs échanges, Jean-Fidèle Otandault a exprimé la gratitude du Gabon à l’endroit du FMI. « Vous êtes un bon partenaire pour le pays, et je tiens, au nom du gouvernement, à vous en remercier », a-t-il adressé au chef de la délégation. Toutefois, le ministre d’Etat en charge du Budget et des Comptes publics n’a pas manqué de rappeler aux représentants du FMI la nécessité pour son pays de percevoir le reste des fonds promis. Ce qui, a expliqué Jean-Fidèle Otandault, permettra de régler les dettes intérieures et extérieures, et de relancer l’économie.


S’il a apprécié le discours de vérité du membre du Gouvernement, le Chef de division adjoint du département Afrique du FMI a promis qu’il appuiera le dossier du Gabon dans ce sens. L’objectif étant de permettre un décaissement de plus de 400 milliards de FCFA dès novembre prochain et le reste des fonds en décembre.
La suite des échanges s’est axée, entre autres, sur la mise en œuvre du Plan de relance économique (PRE), la qualité de la gestion des finances publique, le récent paiement des primes aux régies financières, ainsi que sur les perspectives de croissance du Gabon, dont le ministre d’Etat chargé du Budget et des Comptes publics a récemment soutenu qu’elle connaîtra une hausse de 3% en 2018.
« Je peux assurer qu’à ce jour, le FMI est satisfait de la mise en œuvre du programme économique », a rapporté Alex Segura-Ubiergo au terme de l’entretien, non sans ajouter que « le FMI soutiendra les efforts consentis par l’Etat gabonais, dans le but de lui permettre de surmonter cette crise difficile due à la baisse du baril de pétrole ».


Le 20 juin 2017, la BAD, le FMI, la BM ont accordé un crédit de 617 milliards de FCFA au Gabon pour l’exercice. A ce jour, 31% de cet appui ont été reçus, soit environ 200 milliards de FCFA. Il reste donc plus de 400 milliards de FCFA à percevoir. Il s’agit d’un prêt échelonné sur trois ans, qui représente plus de deux fois le montant des quotes-parts du Gabon auprès de l'institution. The Minister of State, Minister of Budget and Public Accounts received in audience a delegation of the International Monetary Fund (IMF)

Libreville (Gabon) October 24, 2017 - The Minister of State, Minister of Budget and Public Accounts, Jean-Fidèle Otandault received today in audience at his office a delegation of the International Monetary Fund (IMF) led by his Head of Deputy Division of the Africa Department, Alex Segura-Ubiergo.

Present in Libreville since October 23 for a mission that will last two weeks, IMF representatives have wished to meet with the Minister of State to discuss with him the economic crisis that Gabon has been going through for more than two years and the measures taken by the government end it.
The purpose of their mission, explained the head of delegation, is to help the authorities to assess the economic situation of the country.

This mission aims precisely to "review the implementation of Gabon's economic program and growth prospects; analyze the budgetary outlook; see the situation of the balance of payments and the prospects of the economy of Gabon in the medium term ", indicates the monetary institution.

At the beginning of their discussions, Jean-Fidèle Otandault expressed Gabon's gratitude to the IMF. "You are a good partner for the country, and I want to thank you on behalf of the government," he told the head of the delegation. However, the Minister of State in charge of Budget and Public Accounts did not fail to remind IMF representatives of the need for his country to collect the remaining funds promised. This, explained Jean-Fidèle Otandault, will settle domestic and external debts, and revive the economy.

While he appreciated the Government member's keynote address, the Deputy Division Chief of the Africa Department of the IMF promised that he would support the Gabonese file in that direction. The objective is to allow a disbursement of more than 400 billion FCFA from next November and the rest of the funds in December.

The rest of the exchanges focused, among other things, on the implementation of the Economic Recovery Plan (ERP), the quality of public finance management, the recent payment of premiums to the financial authorities, as well as on the prospects for Gabon, whose Minister of State for the Budget and Public Accounts recently argued that it will grow by 3% in 2018.

 "I can assure you that, to date, the IMF is satisfied with the implementation of the economic program," Segura-Ubiergo reported at the end of the interview, adding "the IMF will support the efforts of the Gabonese state, with the aim of allowing it to overcome this difficult crisis due to the decline in the price oil.

On June 20, 2017, the ADB , the IMF, the WB granted a loan of 617 billion CFA francs to Gabon for the financial year. To date, 31% of this support has been received, ie about 200 billion FCFA. There remains more than 400 billion CFA francs to collect. This is a three-year loan, which represents more than twice the amount of Gabon's assessed contributions to the institution. END
